Explosives Recognition and Response

Law Enforcement Contact Hours: 6 Hours

Audience: Law Enforcement Officers with a particular focus for Patrol Officers and the initial responding 
                  investigators

Description: Law enforcement is continually called upon to perform varied tasks, some of which most of us are not trained or equipped to handle. With the current state of affairs in the world, we never know what we will be called upon to respond to next. A basic knowledge of how to identify homemade explosives and how they work is essential in this environment, as, well as conducting a case study on some of the things that other agencies have already encountered.

Goals: Participants will be able to identify basic homemade explosives; possible triggering mechanisms; and have the required knowledge to safely respond to a bombing situation.

Objectives: After this block of instruction, the participant will be able to:

1. Enter a scene with a variety of chemicals with the ability to perform a basic identification of a homemade  
    explosives' laboratory.
2. Recognize the difference between an HME laboratory and a Methamphetamine laboratory.
3. Understand how chemicals react with each other, thus allowing a safer response
4. Discuss differences in deflagration and detonation.
5. Discuss a case study on Texas City, TX and West TX explosions.
6. Discuss the differences in Primary, Secondary and Tertiary Explosives and their effects.
7. How to respond to a bombing scene.
8. Discuss two case studies on bomb responses, including equipment and personnel needed, as well as the time     
    involved in a bombing scene investigation.

Instructor: Lt. Scott Heath, (Retired)

Scott retired as a Lieutenant from the Dothan AL Police Department after serving for 30 years in a variety of positions including canine handler/trainer, motor officer/instructor, training division, bomb technician/bomb squad commander, EMA liaison, honor guard commander, APOSTC instructor, records division commander and various other positions. He worked for the Ozark Police Department for three years before moving to the Dothan Police Department. For the last two years, Scott has served as a police officer at the Dothan Regional Airport.
